A New Horizon Scan Maps AI’s Potential for Urban Climate Adaptation
Nov 2024Launched in November 2024 at the fourth annual Urban Tech Summit, “Intelligence for Adaptation: The Future of Urban AI,” is a handbook of anticipated discoveries, innovations, and developments that will deliver intelligence for urban climate adaptation over the decade ahead. This Horizon Scan provides a sweeping look at recent and anticipated urban AI innovations across many sectors, while simultaneously exploring their application and impact on the acute and fast-growing challenge of climate adaptation and resilience.
Three forecasts frame the Scan’s outlook, synthesizing 20 trends and more than 100 signals of change:

Expansive Views: From living observatories, diverse data. Hyper-monitored cities present both extraordinary promise and profound challenges. The convergence of sensing networks, AI, and robotics could revolutionize urban resilience and our relationship with urban nature. However, the governance questions are crucial—who controls this omniscient urban nervous system, and how do we prevent it from becoming a tool of surveillance rather than stewardship? The balance between technological capability and democratic accountability will define whether this future empowers or subjugates city dwellers.

Optimized Insights: From deep networks, actionable data. Future cities will integrate AI alongside human planners, using complex thinking machines to generate climate scenarios with unprecedented clarity. This evolution will blur prediction and prevention boundaries, enabling real-time disaster forecasting and adaptive measures. While challenging traditional decision-making, new governance models must balance machine learning power with local contexts and values. The prize: democratizing sophisticated climate risk analysis, allowing smaller cities access to tools once reserved for major urban centers, and creating more equitable adaptation strategies.

Amplified Actions: From persistent processes, self-managing adaptations. AI will revolutionize urban climate adaptation through autonomous infrastructure systems. Edge AI will coordinate microgrids, balance renewable energy supply-demand, and manage transportation networks with minimal human intervention. City planning will shift from periodic exercises to continuous, data-driven processes enabling rapid interventions. This promises unprecedented urban resilience and adaptability. However, concerns about cybersecurity, reliability, and algorithmic bias emerge. Ensuring equitable distribution of automation benefits requires deliberate design choices backed by collective political will.
But how can we apply these forecasts to everyday strategic decision-making? For the first time, this Horizon Scan provided an AI-powered tool, the Insights Generator—developed by Cornell Tech student Amit Shanbhoug, UT’25—that allows visitors to customize a set of takeaways based on sector, occupation, and timeframe.
The Horizon Scan will be refreshed through an ongoing collaboration with Paris-based think tank Urban AI. The work will continue through 2025 with Milan-based researcher Flaminia Borelli conducting interviews with experts in AI and urban climate adaptation that will be distilled into new signals and added to the existing knowledge base.
